Video footage of the incident emerged on social media on Wednesday. The Indigenous Tribal Leaders Forum (ITLF) said in a statement that the perpetrator’s decision to share the video on social media made the woman’s plight even worse by exposing the victim. The incident allegedly happened on May 4 in Nongpok Sekmai, Thoubal district, when the three women were trying to escape violent mobs who attacked villages in Kampoppi district. Police sources said that on May 18, the Kangpokpi Police Station registered zero Initial Information Report (FIR), which has now been forwarded to Thoubal, the scene of the incident. An invalid FIR will be registered regardless of police jurisdiction or territorial authority.
The FIR announced that one of the women had been raped. The rape survivor’s father and brother were killed by the crowd, according to a complaint filed by the village chief. The 19-year-old brother was killed while trying to protect his sister from the mob, the complaint said. There are also murder charges.
FIR said five villagers, including three women, fled into the forest fearing for their lives and were rescued by police. However, about 900 to 1,000 rioters, some armed with advanced weapons, blocked the police line and kidnapped five people in police custody, the FIR said.
On 21 June, FIR Zero was handed over to Tubal police. More than a month has passed since the regular FIR registration, but no arrests have yet been made.
Manipur Police issued a statement saying: “Abduction, gang-rape and murder against unknown armed offenders, which went viral on May 4, in which two women were shown nude by unidentified armed offenders, has been filed and investigated.” State police are doing everything they can to apprehend the perpetrators as soon as possible.
The state government on Wednesday imposed an indefinite curfew in five valley districts of Imphal East, Imphal West, Bishnupur, Kakachin and Tubal after a women’s group planned a protest march.
Hoihnu Hauzel, a journalist from Manipuri, tweeted: “These women were paraded naked in the public eye, fondled and beaten. Today a disturbing video of the perpetrators was leaked and went viral. Destroying humanity at every level.”
